Some competitors game Google. They stuff keywords into their business names ("Oakville Best Awnings Retractable Patio Shade"). They plant fake locations. They buy spam reviews. Google has an official process for reporting this. Almost no agency actually files the reports.

We do. Two competitors of Above All Awnings, Canadian Shade and Awnings By Aren, had keyword-stuffed business names in violation of Google's naming rules. We reported both. Both were corrected. Above All Awnings moved up in the map pack in the affected areas immediately.
